Embu Governor Cecily Mbarire has condemned the police response following the deaths of two people during protests in Ishiara, Mbeere North, and called for an independent investigation into the incident.
In a statement on Tuesday, Mbarire said the two young men died during demonstrations over conditions at Ishiara Level 4 Hospital, while another person was injured.
“It has come to my attention, following demonstrations that took place today at Ishiara in Mbeere North, that we have tragically lost two young men, while another sustained injuries as confirmed by the police commander,” she said.
Mbarire extended her condolences to the families of the deceased, describing the loss as deeply regrettable.
“I extend my deepest condolences to the bereaved families and stand in solidarity with the affected community during this moment of profound grief. This loss is deeply regrettable and should never have occurred,” she said.
The protests were sparked by public concerns over service delivery at the hospital, with residents taking to the streets to demand improved healthcare services.
Mbarire said the county government had initiated measures to address the issues raised at the facility, including consultative meetings held on April 7 and April 8 involving hospital management, the facility board and other stakeholders.
She said the engagements led to immediate interventions, including a two-day clean-up of the hospital and planned infrastructural improvements aligned with the 2025/2026 budget.
“Despite these swift interventions, a section of the public proceeded with the planned demonstrations, which regrettably culminated in the loss of lives and injuries,” she said.
Mbarire criticised the police response, saying the force used against unarmed protesters was excessive.
“I strongly condemn the use of excessive force against unarmed demonstrators. Such actions are disproportionate and unacceptable under the circumstances, and I do not believe the situation warranted the level of force that resulted in this tragic outcome,” she said.
She called for a thorough and independent investigation into the incident.
“I call for immediate, thorough and independent investigations into this incident and urge that those responsible be held fully accountable for this heinous act,” Mbarire said.
The governor appealed to residents to remain calm as investigations begin.
“I appeal to the residents of Ishiara and the wider Embu community to remain calm and allow due process to take its course as investigations proceed,” she said.
She also urged political leaders to avoid politicising the matter.
“I further urge leaders and members of the political class to refrain from politicising this matter and instead support efforts aimed at justice, accountability and lasting solutions,” she said.
