How New Rules for Bodaboda Riders Will Change Kenya’s Roads

Kenya’s government is set to unveil a raft of tough new regulations aimed at transforming the bodaboda sector.

These measures are designed to curb rising lawlessness and address a surge in criminal activities associated with motorcycle taxi riders nationwide.

The push for change follows increasing public concern over riders taking the law into their own hands.

New Rules for a Streamlined Sector

In a decisive move, following an agreement with the Bodaboda Association of Kenya, new regulations are now being rolled out. These are intended to foster greater accountability and improve safety for both riders and the public.

Mandatory Fresh Registration

All bodaboda riders will soon be required to undergo a fresh registration process. During this process, they must provide detailed information about their designated areas of operation.

In addition to their existing NTSA plate, each rider will receive a new registration number, clearly indicating their county, sub-county, and specific passenger stage of operation.

“If you will not be registered, my friend, pack your things and leave the border sector,” said the chairman of BAK.

This stern warning was issued regarding the mandatory registration.

Stage Leadership and Individual Accountability

A significant change involves the introduction of a more structured operational environment.

Riders will now be mandated to belong to a registered group and operate from an official stage. Crucially, every bodaboda stage must have a designated leader or chairman.

This leader will bear direct responsibility and can face arrest should criminal incidents involving riders occur under their supervision.

This new approach aims to enforce individual accountability rather than allowing collective actions to shield culprits.

“There’s no solidarity in the application of law,” stated George Seda, Nairobi regional police commander.

“Law cuts to one individual. When one rider has been hit, why are you coming in solidarity? Do you want all to face the law in solidarity? Law is an individual.”

Distinct Uniforms and Essential Prerequisites

To further enhance identification and operational clarity, riders will be required to wear distinct uniforms. These uniforms will feature different colours, making it easier to identify riders based on their specific stage and location.

Furthermore, before any rider can obtain the new registration, they must fulfil a set of essential requirements. These include possessing a valid bodaboda license, a certificate of good conduct, appropriate insurance coverage, and owning two helmets.

The Incidents That Sparked Action

Recent weeks have seen disturbing incidents that underscore the urgent need for intervention in the bodaboda sector.

There have been numerous high-profile cases where vehicles involved in accidents with bodaboda riders were surrounded, vandalised, and even set ablaze by groups of riders.

These acts of mob justice, often driven by claims of “denied justice”, have sparked widespread outrage and highlighted a concerning breakdown in order on the roads.

The government views such actions, alongside the rising involvement of riders in criminal gangs, as a serious and growing threat to national security.

It is these alarming trends that have propelled the government to seek a lasting solution.
