Gladys Shollei Points Out SHIF’s Critical Flaws, Warns of Risk to Lives: “Correct Them”

 

National Assembly Deputy Speaker and Uasin Gishu Woman Representative Gladys Boss Shollei has criticised the Social Health Insurance Fund (SHIF). Deputy Speaker Gladys Boss Shollei during an interdenominational church service at Matharu Primary School ground in Tharakwa Ward, Kesses.  She cited significant flaws in the scheme amidst growing complaints from individuals allegedly denied services for non-compliance.

 What are the challenges with SHIF? Shollei pointed out that the KSh 900 capitation for outpatient services is unrealistic and insufficient. Speaking during an interview on Citizen TV on Monday, November 17, she further highlighted that while SHIF covers many costly medical procedures, teenage mothers requiring C-sections are excluded, leaving their lives at risk. “We have seen some things are not right with SHIF. 

For example, the KSh 900 capitation per family is not enough for even one hospital visit. It is very good for expensive procedures but not competitive for walking outpatient issues. Girls who are under 18 are not covered and they are usually the ones who need a C-Section because their bodies are not grown enough,” Shollei said. The politician also criticised the requirement for patients to select specific outpatient clinics, arguing that it creates challenges for individuals who work far from their preferred hospitals. 

The UDA legislator disclosed her involvement in supporting 3,000 people within her county through the NHIF programme but admitted facing difficulties during its transition. Why does Gladys Shollei want SHIF rolled out? Despite her concerns, Shollei emphasised the importance of rolling out the system, noting that its implementation would allow for better identification and resolution of the challenges. 

She confirmed having raised these issues with the relevant bodies, urging swift action to address the shortcomings in the scheme. “You must roll it out then begin to pick out the challenges and then begin to proceed to correct them,” she stated.
