Senate ad hoc committee upholds Oduol's impeachment

 

Senate ad hoc committee has upheld the impeachment of Siaya Deputy Governor William Oduol.

In the report tabled on the house on Monday, the 11-member panel found Oduol guilty of the two charges he faced.

He faced the charges of gross violation of the constitution and other laws, and gross misconduct and abuse of office.

"The special committee having investigated the matter in accordance with the mandate under section 33 of the county government act and standing order 80(2) of the Senate standing orders reports to the senate that that it finds;

" That the charge against the Deputy governor on gross violation of the constitution and other laws, on the allegations of interference with the procurement through acts of bid rigging has been substantiated," the report states.

"That the charge against the Deputy governor on abuse of office and gross misconduct on the allegations of misleading the public by giving false information has been substantiated," it adds.

However, he committee's decision is unanymous.

Ad hoc committee chairman William Kisang (Elgeyo Marakwet) tabled the report but he has not spoken on the contents.

Senate Speaker Amason Kingi then suspended the sitting for 30 minutes to allow the senators to go through the report.

The house will proceed to take a vote on the committee recommendation.

This means that the whole house will debate the report.

Thereafter, a vote will be taken by delegation (elected members only).

If at least 24 out of the 47 delegations support the committee report, he shall stand impeached

Senate  Kingi had called a special sitting of the senate on Monday to consider the report of the committee that investigated Oduol.

“Notice is given to all senators that pursuant to standing order 33 (1) of the Senate Standing Orders, on the request of the Senate Majority Leader and with the support of the requisite number of senators, I have appointed Monday June 26 , 2023, as a day for a special sitting of the Senate,” read the notice.

Oduol was hounded out of office after all the 42 members of the county assembly unanimously endorsed his removal over alleged gross misconduct and abuse of office.

In their allegations, they cited the purchase of a chair worth Sh1.12 million and several other transactions amounting to about Sh18 million which they said was illegally expended for the comfort of the Deputy Governor.

During hearing, Oduol denied all the charges saying he was only a whistleblower who came out publicly to talk about suspicious and huge withdrawal of money from Siaya County coffers.   BY THE STAR
