Kingi calls for costing of devolved functions

 

Senate Speaker Amason Kingi has called for costing of all devolved functions for efficiency and accountability.

Kingi has also rooted for capacity building of MCAs to properly undertake their oversight and legislative mandates.

He spoke when he hosted Danish ambassador Ole Thonke in his office at Parliament on Wednesday.

The speaker said the current devolved units were not costed affecting their project implementation and service delivery due to lack of resources.

"The national government is releasing 15 per cent of the resources to counties to satisfy the constitution but who knows the exact cost of these functions?" he said.

Kingi said the Intergovernmental Relations Technical Committee is working round the clock to unbundle and cost devolved functions that are still being held by the national government.

Thonke sought to know the Senate's role in releasing devolved functions still being held by the national government.

"The President had said they will release all these functions. What will be the Senate's role?" he said.

The ambassador, whose country has been key in funding key programmers to entrench devolution also sought to know the challenges facing devolution in the county and how the same can be addressed.

The speaker said there is need to build the capacity of MCAs to effectively do their work.

"What development partners can do is build the capacity of MCAs to oversee and legislate," he said.

"Most of our MCAs want to work but because of certain challenges, they are not able to do it. We need to equip them with knowledge and so that they can appreciate their roles."

Kingi said governors also need to be trained to appreciate the MCA's oversight role in their administrations.    BY THE STAR
