EACC declines to probe voter transfer claims in Wajir, Garissa

 

Ethics and Anti-Corruption Commission (EACC) has turned down a directive by the Director of Public Prosecutions Noordin Haji to probe alleged illegal voter transfers.

This is according to a letter dated Friday, August 5, by the anti-graft body CEO Twalib Mbarak.

Mbarak, however, recommended that the DPP should direct the Independent Electoral and Independent Commission (IEBC) to conduct the investigations.

He pointed out that any case or allegation related to elections does not fall under his mandate.

"Please note that the alleged illegal registration and transfer of voters do not fall within the mandate of the EACC and it is hereby recommended that IEBC deals with the matter in accordance with their mandate," Mbarak's letter reads.

On Thursday, Haji sent a letter to Mbarak asking him to look into the irregular vote transfers in Eldas Constituency in Wajir and Balambala of Garissa County.

"I hereby direct that you institute comprehensive investigations into the said allegations and thereafter submit the resultant investigation file for perusal and further directions," Haji said.

Five IEBC staff members are alleged to be involved.

They include; IEBC ICT officer Garissa Adan Salah, who is the former ICT officer in Wajir, Returning Officer Ijara Constituency and former RO Eldas Issack Muhumed and the RO Wajir North Abdulahi Musa Mohammed, who is also the former RO Balambala.

Others implicated are; the former deputy RO Balambala Mohammed Maow Abdi and the RO Balambala Ali Noor Hussein.    BY THE STAR
