Former National Police Service spokesman Charles Owino has expressed confidence in his successor Bruno Isohi Shioso.
Owino handed over to Shioso on Thursday at a ceremony at NPS headquarters, Jogoo House and said he was the best choice for the position.
“I have known Shioso for the last 29 years and I can declare I have faith in him. He will handle the docket professionally given his background and experience in the service. I believe the IGP made the right decision,” he said.
Owino said Shioso has experience in both investigations and general policing which will help him handle the docket in the right way.
Shioso, a former detective attached to the Directorate of Criminal Investigations (DCI) was on August 17 appointed the NPS spokesman.
Inspector General of police Hilary Mutyambai made the appointment saying he will help in the growth of the police image.
“With his skills and knowledge, he will be instrumental in the growth of the National Police Service internal and external relations,” said Mutyambai.
Until his appointment, Shioso, was attached to United Nations Police (UNPOL) in New York as a team leader of the Serious and Organised Crime Team.
He is an expert in transnational organised crime.
Prior to the secondment to UNPOL, Shioso, currently, a Commissioner of Police, had served as a personal assistant to the late Director of Criminal Investigations (DCI) Karanja Gatiba and Ndegwa Muhoro.
He has also served as an instructor at the Kenya Police College Kiganjo, a deputy director at Banking Fraud Investigations Department (BFID) and the Kwale County Criminal Investigations Officer (CCIO).
Shioso takes over from Owino who was moved to the Kenya National Focal Point (KNFPSA) as the deputy director.
Shioso specializes in transnational organised crime with a bias to their impact on insecurity and conflicts within conflict, post-conflict and fragile regions.
He will now be tasked with damage control following perennial negative publicity of the police service over a decade.
He comes to the office when the country is headed for election and police have a crucial role to play in the period.
Owino had been the voice of the service and in most cases has attempted to change the narrative by focusing on the service’s positive accomplishments, besides vehemently defending the police against accusations of corruption and extra-judicial killings. BY THE STAR
