The Judiciary has announced plans to conduct a comprehensive Employee Census across all its stations and administrative units on Thursday, October 30, 2025, as part of its ongoing commitment to institutional integrity, efficiency, and data-driven reform.
In a statement released by Chief Justice and President of the Supreme Court of Kenya, Hon. Martha K. Koome, EGH, the exercise is positioned as a transformative step toward strengthening human capital management and ensuring optimal use of resources within the institution.
“The Judiciary has, over the years, embraced a culture of proactive and continuous improvement in its operations, with a strong commitment to maintaining the integrity of its institutional data,” Justice Koome said.
The Chief Justice explained that the census is aimed at enhancing institutional planning, staff rationalisation, and equitable resource allocation in line with the Judiciary’s Social Transformation through Access to Justice (STAJ) blueprint. The data gathered will be used to streamline human resource systems and align them with the Judiciary’s strategic priorities.
“The Census will ensure that human resource systems are efficient, transparent, and aligned with the strategic priorities of the STAJ blueprint, thereby enabling effective planning, talent management, staff welfare, and equitable resource distribution across all court stations and administrative units,” she added.
The Judiciary last carried out a similar exercise in 2018. Comparable initiatives have also been undertaken by other public institutions, including the Public Service Commission (PSC), the Teachers Service Commission (TSC), the National Police Service Commission (NPSC), and several County Governments, all aimed at improving accountability and governance.
Justice Koome noted that the Judiciary had previously invited the Ethics and Anti-Corruption Commission (EACC) in November 2021 to conduct a systems review and audit of its policies and practices. That process, she said, underscored the Judiciary’s commitment to integrity and transparency in public service.
To address concerns over potential disruptions, the Chief Justice assured court users, advocates, and the public that judicial operations will continue uninterrupted during the exercise.
“The Judiciary assures court users, advocates, and the public that the exercise has been organised to ensure minimal disruption to judicial proceedings. Court operations will continue as scheduled,” the statement read.
The Judiciary’s Employee Census is expected to form a crucial foundation for policy reforms in human resource management, aimed at fostering efficiency, accountability, and institutional growth in Kenya’s justice sector.
