Ruto makes new appointments to parastatal boards

President William Ruto has made new appointments to three key state agencies, including the Gambling Regulatory Authority, the National Water Harvesting and Storage Authority, and the National Council for Population and Development (NCPD).

In a Gazette notice dated October 24, 2025, the President named Joseph Kirui Limo as the Non-Executive Chairperson of the Gambling Regulatory Authority under the Gambling Control Act, 2025.

Limo’s appointment will run for three years, effective immediately.

The notice simultaneously revoked the appointment of Jane Mwikali Makau, who had been serving as the chairperson since 2022.

“In exercise of the powers conferred by section 7(1)(a) of the Gambling Control Act, as read together with section 51(1) of the Interpretation and General Provisions Act, I, William Samoei Ruto, President of the Republic of Kenya, appoint Joseph Kirui Limo to be the Non-Executive Chairperson of the Gambling Regulatory Authority for a period of three years, with effect from October 24, 2025,” the Gazette reads in part.

Limo is the ex-MP for Kipkelion East.

In a separate notice, Ruto reassigned Makau to a new role as Non-Executive Chairperson of the Board of the National Water Harvesting and Storage Authority under the Water Act (Cap. 372).

Her tenure will also run for three years, effective from October 24, 2025.

Makau, a governance and policy expert, previously chaired the Betting Control and Licensing Board before being appointed to head the Gambling Regulatory Authority in 2022.

The President also appointedAli Wario as the Non-Executive Chairperson of the National Council for Population and Development (NCPD).

His appointment replaces Gen. (Rtd.) Julius Waweru Karangi, whose tenure was revoked through Gazette Notice No. 15206.

Wario will serve a three-year term, as stipulated under section 5(2)(a) of the National Council for Population and Development Order, 2004, read together with the State Corporations Act (Cap. 446).

In other appointments, Public Service CS Geoffrey Ruku appointed four new members to the Board of Directors of the Gambling Regulatory Authority.

The new members are Emma Wambui Mbugua, Anne Derasso Illo, Fredrick Odumo Nying’uro, and Valarie Angela Akinyi Lomosi.

They will serve three-year terms, effective from October 24, 2025, under the Gambling Control Act (No. 14 of 2025).

The appointments replace those of Anne Too, Innocent Muganda, Ernest Kamau, Janet Mwawasi Oben, and Edwin Irungu Gikunju, whose terms were revoked through the same notice.

Education CS Julius Ogamba appointed Prof Kellen Kathure Kiambati as the Non-Executive Chairperson of the Technical and Vocational Education and Training Authority (TVETA).

Her appointment, made under section 8(1)(a) of the Technical and Vocational Education and Training Act (Cap. 210A), will run for four years beginning October 24, 2025.

At the Communications Authority of Kenya, ICT CS William Kabogo appointed Stephen Ngari Njuki as a Member of the Board.

Njuki’s appointment takes effect from October 24, 2025, and will last *three years.

Meanwhile, Water CS Eric Muuga appointed Innocent Muganda as a Member of the Board of the National Water Harvesting and Storage Authority.

The appointment, made pursuant to section 31(1)(e) of the Water Act (Cap. 372), is for a three-year term starting October 24, 2025.

Muganda had previously served on the board of the Gambling Regulatory Authority, whose members were reconstituted under the latest changes.

The appointments are part of ongoing leadership reshuffles across state corporations as the government seeks to align agencies with the Bottom-Up Economic Transformation Agenda (BETA).

The new appointees are expected to steer reforms in their respective sectors, including gaming regulation, water resource management, and population policy implementation, all of which play key roles in national development.
